How does this thing come off?

First off what is it and second how does it come off?
Its not turning to the left.

Its part of a locking steering wheel setup. Fox brand I believe. It is made to not be easily removed as part of its anti theft function.
Clean around the top edge looking for evidence of a locking pin. That pin has to be removed/drilled out first.
That pin may be that bump @ the lowest side of the cover top.

Nothing needs to be drilled out.Your last picture shows a square pin in the 6 o'clock position. Look at the underside, aligned with that pin. You should see a small channel where a slender pin punch can enter and drive out the square pin. The unit should then unscrew.

Thanks guys that was it! It has the two small square pins i knocked them out and it screwed right off! I bead blasted it just a little to see if it had a name but it doesn't.
