The body looks plain jane home made but the rear single wheel appears to be controlled by a steering wheel.

It looks like it has a V twin motorcycle engine driving the rear wheel. The steering wheel looks to be steering the front axle.

It is a modified motorcycle ?
Must be an optical illusion - looked like the
rear wheel was slightly turned to me - I assumed
it was rear steering.
Unless you had at least one person in the front
seat - unintentional wheelies might have been
occurring periodically ....
Any idea on the date ?

With all of the weight forward of the rear wheel, a wheelie would be impossible.
