Wheels: Veeder Hub Odometer
"They were used to measure mileage on rental cars as well as route vehicles to make sure the driver was honest. I have seen them on trucks and busses in recent years. We rented a car in Hawaii many years ago and it had on on the rear axle. It had a dial with a rolling odometer. they checked you in and out. folks used to disconnect the speedometer from under the dashboard in order to not build up the miles. Please don't ask me how I know that. Those darned wheel mounted odometers were impossible to remove." (Frank Harris).
