Steering Wheel: Security Case
It is a safety device for keeping the cover on the steering column on rough roads after the threads get worn on the column or inside the cap. If you take it off you might want to check the threads -- both inside and outside. Having the steering wheel and the driver gear for the steering come off in your hands could be an adrenalin rush.
