The shape of those clips matches the shape of a T axle bottom side, as well as the contour of the device's mounting surface matching a T axle topside. The two pieces currently clamped to the spring would clamp to the tie rod. They would be positioned so that the pins would engage with the 2 hook arms. Turning right or left would one engage one or the other arm and stretch the spring, which would assist in re-centering the steering... which any T should do by itself if everything is in good shape and aligned properly.
