This is a nice clear picture, with a lot of detail. I zoomed in 400 percent, and could read enough of the license plate to see that it was Maryland. I think the year of the plate is 1925. The trucks both appear to be 1924 or later, so the lead truck is less than two years old and has already seen a lot of work and a hard life. Semi solid cushion tires apparently front and rear to avoid construction zone flats. The lead truck's headlamps are broken, dented, and the fenders distorted some.

It looks like a cement sidewalk going in alongside a dirt road. I would bet that truck paid for itself ten times over before it was done.
