One other suggestion, Paul - remove the hose from the horn and blow through the reed by mouth to test the sound manually. If the reed is damaged, you will find out easier than reassembling everything to test.

Perhaps you are not getting enough air to the reed to make a difference. I solved the problem by going to the hardware store and purchasing some of clear "braided" hose that is normally used for ice makers.
