I'm not sure but this might be for mounting an aux. trans in a T frame.
I found it in an old T frame that had been stretched for use as an ice buggy to take guy's out fishing in winter.

Descent set of radius rods seamed style nice metal all the way down to the split there they have some pits but solid.
