It has been changed on the new forum. You find at the left bottom of the page "attachments". Click on that and then you will see "add files". Click on that. Then you add the picture. Mine are already in the computer as My Pictures", so I just click on the picture I want to add. I don't use the new cell phones, so I don't know how to unload them from a phone.

I have also had success just dragging and dropping jpeg files into the text area, like this:
