While definitely not impossible I'd want a complete list of what was done. IE; crank, cam, valves,  ect. But as I said; not impossible. Now that being said this ad is a resale of a rebuilt engine. Did the seller punch it up a bit? Or a bit more ?

			Don't forget  EBAY gets 10% of the sale and PayPal (other Credit Cards) about 3% off the total amount charged (sale price & shipping) and for some states there is a sales tax on Internet sales. So the Seller may get about $6,000  and is not likely going to recover their cost   Almost forgot - the Buyer is responsible to pay their State's sales tax if a sales tax (purchased state or their state) was not collected on any out-of-state purchase  - right

That shop has a reputation for quality work, but for that kind of dough it should have a SCAT crank. I would quibble with "correct color", but that may have to do with the poor quality photo.
