Strange Hub Wrench

What is the deal with this wrench? It looks like a 1911 Model T Toolkit hub wrench. However, the small opening is a hexagon (8-sided), instead of the normal 6-side. Were some of them made this way or is it for something else?

Wow. Learn something new every day. Would it be worth as much as a 1911-12 hub wrench or would there be anyone looking for a 1914-16 Chevy wrench?
