Engine bloc flush
I want to flush my engine block water jackets free of rust and I was wondering what is the cheapest stuff to use. I am debating about evaporust, because of the price.

Depends too on what you consider "free of rust". You'll never get it completely "free". It's iron. Iron tries its darndest to return to its original state, and that's where the rusting comes in.
