I will be using this Bosch DU4 on my project but noticed this lose wire on the bottom- what should be done with it?

I believe that gets fastened by a screw inserted into the hole beneath the wire.

That is correct. I’d use a star washer there also. Make sure the carbon button is still under the piece of spring steel. If it’s an untouched unit, it’s good advice to take the thing apart and clean the old dried lubricant from the ball bearings, and use fresh oil when reassembled.
