Throttle Rod Question

Happy Independence day weekend to all! I have a question regarding the throttle rod running through the block from the steering wheel to the carb. This is on a 1924 model. There is a distinct bend of about 10 degrees a little less than 2 inches from one end. My question is: Does this end go to the carburetor or the steering column? I am thinking the carb but wanted to try and find out for sure but the service manual does not mention it. Thanks and enjoy your weekend.

The bend goes closest to the steering column
