cowl tack strips

working on a 15 roadster body. I have made these strange tack strips but have no idea how they fasten in place.

Better yet these: At left are from the instructions that came with my '15 wood kit. At right a drawing from a set of '15-'22 plans. Both Roaster but same as touring.
