I have a line on a Frame for a Stevens Axle tool, but it does not have the cutters. Are these available somewhere?

I talked with Dan Hatch who was making the cutters. He is no longer doing it because costs have risen too high.

I talked things over with my dad, a retired machinist, and we decided we can make the reamers. So, I am biting the bullet and getting the frame.
