Actually they are early 22 through 25 rear quarter panel irons, for the 3 piece tub, which started production in 22.
My car is an early 22 and has those right were that photo shows them. 21's are 5 piece tubs and have the over the tack rail top saddle hangers like on all previous cars. But the 22-25 has both the rear fender iron and the top saddle iron that both screw into that "S" shaped quarter panel support iron. You can see it in this picture...the first one is how my car looked originally, there is a better picture below it.
Notice how the top is slight curved? It becomes one of the corner plates on the tack rail...also on 22-25 tourings they have tack rails not tack strips. You can see it here with the springs laid in and the backrest support wood installed, how it fastens to the corner tack rail.

I hope you don't install that backrest spring as high as it is in the picture! They need to be installed just low enough to not interfere with the bottom cushion.
