Marquette Clincher tire tool...Usage help needed.

Can anyone explain the correlated usage of the Marquette tire tool? I understand the bead breaker application, but the other parts of this tool are unknown. Any help would be greatly appreciated. Thank you.

The tool has two ends, the taking off tire end has a ‘swivel hook’ that levers against the rim for pulling off the tire.
