what is this
I tore my 1916 Touring apart a year ago and I do not remember where this went or what it is, can someone help identify it?

Not a Ford factory piece.
Without a size reference, I can't be totally sure. But it looks like a spare tire cradle/clamp. Most likely that part bolted onto the running board where the driver's door isn't. The smaller "U" would be for a 30 X 3 front tire, while the larger "U" would be for a 30 X 3 1/2 rear spare. There would likely be a corresponding belt loop near the top or side of the body for a belt to hold the tires close to the body side.
