Model T gooseneck questions

I have 2 Model T goosenecks. They both have 2 bolts in the upper part of the triangle, but no bolt in the bottom. Is this bolt missing on both of these? There is also a hole between the two bolts. What is the purpose of this hole?

Hi Dave, Yes, you have a stud missing on both of them. The extra hole is for a padlock and chain to prevent theft of the spare tire.
