What is the secrete method required to adjust Rocky Mountain Brakes?
My friend's 1924 Model T has them installed and when the brake handle is straight up the brakes are on and the Low pedal cannot go in half-way for a neutral position as the adjust bolt is just going over the edge ramp.
With the brake rods loosened, to move the handle forward for Low, there is very little brake action.

Jim, I'll try a shot at this one. Ensure your free neutral, clutch, and transmission brake are all adjusted properly. Adjust the Rocky Mountains to actuate with the brake pedal AND the hand/parking brake. Next, there should be an adjustment on EACH Rocky Mountain BRAKE BAND to tighten/loosen the bands themselves. Adjust tight enough to give good braking without the bands dragging on the drums and heating up both the bands and the drums. I suggest tightening a bit and driving a bit and tightening a bit more etc. until you get adequate braking with the Rockies. Try to keep each band about the same as the other to prevent sliding one wheel and not the other.

Adjusting at the RM shoes is important but often overlooked is to also adjust the RM RODS where they connect onto the equalizer. Boy does that make a difference in the braking power!

A big limiting factor is the equalizer pivot bolt. It will hit the bottom of the C/C. The brake lever wont move much past vertical. (Bud Williams brakes)
A little trim of the bolt head can help.
Disconnect the brake pedal connection & parking brake rods. Adjust with the parking brake lever. Adjust for maximum parking lever travel. Test brakes for even skids. The final neutral will be just forward of horizontal.
Disconnect R/M rods & reconnect the parking brake rods. Adjust parking brakes. Test for even skids. Disconnect.
Connect brake pedal linkage & adjust.
Re-connect everything.
