Were the tools nonpainted or painted black?

I have two sets of tools in the original tool rolls, bags, and none of them were painted. I have no real early rolls, so don't know what they did then.

Many of the Ford tools that I have were nickel plated.

Some tools were specified with finish.

And the 1917 Band nut and Pack nut wrench. Note finish remark, the spec. also called for Cyanide Hardening. So a finish remained after that process, likely a black one, as carbon is absorbed during the hardening.
