In picture #2 that is the mixture control for the carb. Allows you to lean it out the mixture or add . It looks like you are missing the choke rod that is attached higher on that rod and goes to the choke lever on the carb. It may be hidden from view in your picture. You would pull the know out to add choke and twist it to change the mixture. I picture #1 normally that lever opens when it is straight up or straight down and closes when left or right.

I would do away with the additional shut off valve...
A piece of mechanics wire will do for the choke hook up.

BTW, the choke wire is attached, but not visible in the pic.

2- DHORT - Thank you, I will, was hoping for a geographically closer group, but I'm on it. Soon I hope.
3- RUXSTEL24 - Thanx for the advice, choke is already hooked up as suggested. Dunno about extra shut off valve, gotta think about that. Now you wouldn't be from Painesville area, would you? I went to college round there. BTW, thanx for the welcome
