Dill locking wheel
Anybody know anything about these? What to use for a key blank, what the cap looked like, how it works?

Mine looks just like the above photo that Frank posted from the old thread. To unscrew the cover you have to turn the set screw out about 3/8 to 1/2 inch until you can turn the cover a full turn. Pressing on any one of the fingers you see under the cover will activate the horn. If you’ve never had the wheel itself off, or if it’s been a long time since it was greased, be prepared to catch about 65 1/8” bearing balls from between the spider and the fixed housing. Fortunately you can get a package of 100 balls from McMaster-Carr for less than $5 (plus about $9 shipping
). I regreased my steering gearbox the other day, and about half the balls stuck to the wheel and the other half to the fixed housing. I found the best way get them accurately relocated is to stick them to the fixed housing. When reinstalling the cover with the horn button, screw it down until the horn blows then back it off a bit and tighten the set screw.
