Top one looks like Houk.

The little eyelids around the pin holes are the giveaway for Houk. Look bigger than T size, pretty sure #4. And the cap is funky too. Is there a hub in the wheel?
The Budd is typical of Baby Overland, but have seen folks adapt the hubs to T’s. Apparently there were direct fit hubs for T’s too, but the Overland is far more common
