Does anyone remember this part or know what it was used for, of why it is no longer used?

Those are spoke tightening washers. Drive them between the end of the spoke and the fellow to tighten up the wheels.

"Spoke tightening" might have been a rather inexpensive repair back in the day BUT, considering the speed we drive our Ts now, rebuilt wheels would seem to be the most prudent.
