Early wheels

I have what I thought were two early front Model T wheels.
But there is a difference. One on the right is standard 30x3 and the one on the left is smaller outside dimensions. 2 inches smaller on the rim diameter. Both are wood fellow w / oval spokes. What is the smaller one?

28 x 3.
Maybe an NRS wheel?
What is the diameter of the hub plate?

Jerry I believe the hub plates are both 6 inch

Okay. If I recall, the NRS plates are 5".
