There are no bolts.
The big hole goes over the existing carrier stud.
The upper hole & notch are for a padlock.

Mine has no stud, just a square hole, about 7/16".

There should be a demount able sized fine thread stud swedged from behind.
You'll need to make & secure that stud.

My thought was to fabricate one out of a lug bolt.

Once it is in place. Held by the nut it won't fall out. No need to braze.

Until you remove the spare rim.

Quiescently, I saw a nos replacement carrier base mount last night.
The stud is a fine threaded carriage bolt.
The outer edges of the square of the carriage bolt are chiseled down to lock the square under the bolt head in place.
