that's where the little screw that is always missing from the cover, fits into to keep the cover from unscrewing

Top center of that steering box , is there a drilled hole? Normally that drilled hole would be threaded to accompany the steering box cover set screw to anchor the cover after tightening. Could be with yours, that the steering box was installed 180°off center...., And your set screw was broken off in the housing.

Usual repair to tighten up slop in top cover.
