Who makes/sells the 26 throttle plates with the tabs instead of holes?

Very good question... I looked at website listings for two suppliers and they do not have them, only the earlier ones use the "staple" retainer. You may have to place a call on Monday and ask direct if they have those in stock..... are you looking to replace the plates or just need on your rebuild... Releasing those from the throttle or choke shaft can be a pain in the you know what, but I'm sure they can be saved and reused if you do have them.

Langs has one size in the vaporizer section. One is larger & one is the same as the throttle. Ask em.
Saving originals. If the were installed correctly, the single tab is in first & high side up. Knock the tab down with a punch. Pull out. Reset the tab before installing.

If I’m short one of those one is rusted through with pinholes or something) I just use a regular throttle plate with holes the only problem is if you don’t have an earlier shaft with holes you have to drill some in the round shaft which is tricky but doable. I think they just made them with the tabs to make assembly easier.

I've seen the tab type, but don't think I would like it.
