I built a Model A Speedster several years ago, in my build the plywood lay on the frame. Drilled holes through. I put some strips of rubber in between, but there were no additional brackets.

It looks like it may have the remains of a hollow tube of some sort that has been broken. It does look like that, but it does not appear to be threaded. And it is exactly like the other side. Thank you for the replies. I have a Magneto Meter and I can check that out when I get my hands on it. If the Magneto is missing its a nuisance but I can deal with that. Hoping that someone just thought a “modern improvement” was in order on this one. Or the Magneto needs to be “recharged”.
