Question on round fuel tank bracket to frame

I have a question about the correct position of the bracket that holds the round tank to the frame on the Passenger side for US autos. Is the bolt in that bracket towards the front of the car or towards the back?

The strap bracket bolt is a carriage bolt, the head of which is placed into the side of the strap bracket that has the mounting flange. That is so the nut, for the bolt to frame to hold the bracket, has clearance to wrench it tight and add the cotter pin to the bolt.
