This is a 1916 coupelet, and these are the original owners. What is the round thing on the radiator?

Just a guess but since they are obviously going to a parade/celebration probably something that just spins in the wind for a celebratory look.

If you use the idea of a novelty item it could be a propeller or fan of some sort. The car is “dressed out” in a patriotic theme so maybe it’s got something to do with being in a parade. 🤔🤔
Could it turn if the engine is running drawing in the air?
