How do I remove the Cut Out Foot Pedal?
How does the Foot Pedal for a cut-out come apart so I can remove it?

WAG - perhaps the small round pedal unscrews and the shaft will drop out from the bottom ??????????????

It has some a washer, nut set up on it in some way. Something unscrews from the top/bottom or both. It was put in that way and it will come out that way in reverse.

While I have never worked on this specific style of pedal, I will venture a procedure.
Pull the cotter pin out of the bottom of the pedal shaft. This may or may not let the shaft slide upwards out of the housing. Next, the portion of the pedal below the floor board is most likely threaded into the portion above the floor board. The nut on the bottom portion is a jamb nut to allow for different floor board thicknesses.
NOTE: There MAY be a set screw in the hole on the side of the top portion of the pedal, holding the bottom portion from turning. It must be loosened or removed before attempting to unscrew the bottom portion.
Once the bottom half is un-threaded from the top half, you're done. With the looks of things in your photo, you may need to use something to bust the rust in the threads.

Thanks guys. I ended up having to punch the pin out of the bottom. It was not exactly a cotter pin and was stuck in there pretty tightly. But once it came out, the rest of the steps are exactly how mtntee20 described it. As always, I really appreciate the advice!
