The radiator ornament appears to be a doll wearing representative native women’s Miccosukee Indian Tribe dress. They currently still live on the Trail west of Miami near their casino and hotel.
Interestingly, the Miccosukees along with the Seminoles enjoy free auto tags courtesy of the state of Florida.

Judging by both of their facial expressions, neither seemed too thrilled to be a part of this display, -nor having their picture taken!!

And the Florida sun is really too much for the Pyralin plastic visor over the windshield.
