Yes. It folds flush to the edge of the running board so you don’t have to remove it.

If either end of the diagonal brace has a latch/release, then you can fold it.

I looked at that thread and noticed that the style they mentioned had a cut out latch on the Triangular side. This style does not have such a latch. I wonder if it is homemade?
It looks to me that it is completely riveted together.

Use some WD40 or a little oil to lubricate all the joints. Carefully use pressure and it will fold up. Move back and forth a few rimes and it’s OK.

Austin, one end of the diagonal must detach if the thing is to fold. Perhaps in its past the detachable end has been fixed permanently in position. Check that all the rivets are consistent, looking for some difference in one at the diagonal strut end.
A simple way to bring it back into operation is to add a bolt and wingnut in place of a rivet.

The fact that each of the braces are rounded have rounded instead of square ends is most likely an indication that it folds.

Also, did you check if to see if the end of the diagonal brace that is covered by the vertical brace is slotted so you can push the diagonal brace forward or backward so it no longer rests on the pin/rivet?

Another indication that is meant to fold may be the presence of washers between each component of the rack. This is done so they do not bind/scratch on each other as they fold.

Zooming in it appears that there is one pin position that may provide a disconnect from the angle brace. It may be rusted, see if it will pop out.
The fact that the lower rivets for the uprights are on the inside of the horizontal piece and the rivets on the upper horizontal piece would allow for a flush fold down to the floor board. If they were both on the same side the upper horizontal piece would rest on the lower one when it was collapsed, not flush as others described

If the diagonal brace can be disconnected, yes.
If it can't, no.

Thank you all for your help and ideas I looked at it closer and found that one of the rivets indeed has a larger head and a cut out on the angled bracket, I popped that off with a ball peen hammer and it folds right up now! :)
Now why didn't I notice this before when I was sandblasting it...
